Remember the old joke about the two hikers who hear about a killer bear in the area? One comments with fear about how a bear can out run a horse and how they can never escape one if it charges. The other calmly remarks, “I don’t have to out run the bear; I just have to out run you.” That’s crime prevention and anti-terrorism in a nutshell; you don’t have to make yourself untouchable, you just have to make yourself a slightly more difficult target than the next guy.
